Tunisian hopes for a true democracy depend on the ultimate victory of the new forces emerging on the political scene. The author argues that there is unlikely to be a 'domino effect' in neighbouring states, while the new forces need outside support to maintain their momentum.

The recent popular uprising in Tunisia has questioned the EU's policy of supporting the status quo in the South Mediterranean. Europe should back the democratic transition in the country, while a new impetus should be given to the Union's neighbourhood  policy.

The EU failed Tunisia in two ways: it disregarded the regime's human rights abuses and it overlooked the way in which wealth was appropriated. European support was  rarely matched by transformations in Tunisia, and Brussels was content with superficial technical and commercial reforms.
